Both government parties clearly favoured some form of UHI in their election manifesto's

Labour will reform the unfair two-tier health system to reduce the cost of delivering care, and use those savings to extend universal access to essential medical care. We will start by making access to primary care, such as GPs, more affordable.
http://www.labour.ie/download/pdf/fairhealthcare.pdfLabour in Government will introduce Universal Health Insurance. From Day One in
office, Labour will begin the phased introduction of a universal health insurance
system. Each phase will improve access to health care.
This document sets out the steps on the path to a universal system of health care
insurance, which will guarantee access to care in need, without discrimination on the
basis of income. This is a realistic, costed and achievable programme of reform.
http://www.finegael2011.com/pdf/Fine...%20low-res.pdfFairCare will gradually dismantle the HSE and replace it with a system of Universal Health Insurance (UHI) starting in 2016, based on the very efficient Dutch model of healthcare. Ireland will have a strong public health system in which the State guarantees equal access for all to quality healthcare with the insurance companies administering the system. Once UHI is introduced the unfair and inefficient two-tier health system will be eliminated. Every citizen will have private health insurance with the state paying for children/students and those on medical cards. It will subsidise those with low income. Public hospitals will remain under public ownership but will be given much more freedom to run themselves. (See section 13)
Prior to the introduction of UHI Fine Gael will introduce a series of reforms to make the system more efficient and fairer. This will allow us to minimise the impact of budget cuts on frontline services.
