RTE Six One doesn't report that Draghi said this morning in Japan that ECB bank supervision is likely to become operational only in 2014, even if a decision to set it up comes into force from the start of 2013.
Bank recaps will only start when this supervision is fully up and running as far as Germany, Holland and Finland are concerned.
