    We don't know what the interaction was between the council and the community in this case. So far all we have to go on is the one article linked in the OP and there's not nearly enough in that to enable any conclusion to be drawn about how the council behaved.

    It was hardly a case that the only alternative to suffocating children in abandoned fridges was to ignore the planning laws. The community could have removed the fridges if they were a safety risk.

    Let me ask again, why didn't the community apply for planning permission?

    Without knowing the circumstances we really can't say if the garda presence was appropriate. The pic accompanying the article just shows a garda in what appears to be an attempt to calm down a situation - he's holding his hands out in a traditionally non confrontational gesture.

    Just listening to JD Show - the area now seems to be overun with geese and budgies and the children are playing on the motorway.
    I'm not against facilities for children in any area- far from it. What I am opposed to is people building left, right, and centre without regard for planning regulations. Alot of that rubbish went on in the Celtic Tiger years and was ignored- highways built through bogs, houses where the garden is falling away from it because the house was on piles and the garden wasn't, houses with shortened gardens so the developer could build more houses than given permission to etc.

    This is precisely the sort of case where local authorities built houses without any play areas for children, when they would have made private developers provide them. It looks to me to be a class issue. The residents doing this were not "in the loop", so bring out the cops and close the playground down.

    I think we're too quick to jump to conclusions based on emotional responses to inadequate information.

    That there was an excessively heavy approach to this is obviously one possibility but it's not the only one. I've suggested a couple of other possibilities. But we really don't have enough information to form a sound opinion on the ARU presence.

    But they could have got into 'the loop' if they'd just applied for planning permission.

    Councils are not noted for acting quickly, there would have been loads of letters to people involved with this development and if the person responsible couldn't be identified a site notice would have been posted.

    Even if the initial failure to apply for permission was down to an oversight, there would have been a chance to apply for retention permission.

    I'll agree that failure to provide facilities in houses is a class issue on economic and cultural grounds, but I'm not sure how a petting zoo fits into a definition of a recreational facility tbh.

    An alternative version of the story that suggests that it was a private property rather than a community playground. And of course we have no way of knowing if either story is accurate.

    Permission for sprawling Casino in Tipperary to cater for fat arsed gamblers and whore-hunters. Check.
    Animal petting-farm for local kids. Not on your nelly.
    I'd imagine the petting farm was a temporary structure and not liable to strict planning laws. No different from a trampoline or a bouncy castle.

    If it wasn't liable for planning it couldn't be removed for not having it.

    What would motivate a council to find some obscure loophole that would make an otherwise exempt development require permission so that they could close a playground?
