    Evidence points to climate change role in floods, says UK scientist

    Met office’s chief scientist says Britain must prepare for future extreme events
    Climate change almost certainly lies behind the storms that have been lashing Britain this winter, according to the Met Office’s chief scientist.


    Dame Julia Slingo said while there was not yet “definitive proof”, “all the evidence” pointed to a role for the phenomenon.

    She also delivered a grim warning that the country should prepare itself for more similar events in future.

    The comments came at a briefing for journalists as the latest wave of storms crashed into southern England. It is the strongest link yet made by the Met Office between the intense weather and climate change, and backs David Cameron’s remark last month that he “very much suspects” a connection.


    Persistent rain
    New analysis published by the Met Office blames persistent rainfall over Indonesia and the tropical West Pacific for triggering the weather system.

    “The severe weather in the UK coincided with exceptionally cold weather in Canada and the USA,” the document said. “These extreme weather events on both sides of the Atlantic were linked to a persistent pattern of perturbations to the jet stream over the Pacific Ocean and North America.

    “There is a strong association with the stormy weather experienced in the UK during December and January and the up-stream perturbations to the jet stream over North America and the North Pacific.

    “The North Atlantic jet stream has also been unusually strong; this can be linked to an unusually strong westerly phase of the stratospheric Quasi-biennial oscillation deep polar vortex and strong polar night jet.”

    Dame Julia said none of the individual storms had been exceptional but the “clustering and persistence” were extremely unusual.

    “We have seen exceptional weather. We cannot say it’s unprecedented, but it is certainly exceptional,” she said.

    “Is it consistent with what we might expect from climate change? Of course, as yet there can be no definitive answer on the particular events that we have seen this winter, but if we look at the broader base of evidence then we see things that support the premise that climate change has been making a contribution.”

    Recent studies have suggested storms are developing a more southerly track, and that has been “typical” of the weather patterns here over the winter.

    “One of the most unusual aspects of the winter’s weather has been the southerly track of the storms. We expect them to go well north of Scotland,” Dame Julia said.

    “They have been slamming into the southern part of Britain. We also know that the subtropical, tropical Atlantic is now quite a lot warmer than it was 50 years ago.

    ‘Basic physics’
    “The air that enters this storm system comes from that part of the Atlantic where it is obviously going to be warmer and carrying more moisture.

    “This is just basic physics.

    “We also now have strong evidence that extreme daily rainfall rates are becoming more intense. That is emerging in the UK records, and it is seen very definitely around the world in other countries like India and China.

    “There is indeed as far as I can see no evidence to counter the premise that a warmer world will lead to more intense daily and hourly heavy rain events.”

    Dame Julia said sea levels were expected to rise by a foot over time, causing more problems for those trying to deal with flooding. “That might not sound a lot, but when you are looking at storm surges, when you are looking at moving water from the Somerset Levels out to sea, it does matter,” she added.

    I can't take it any more (the weather, that is). And from what I can see, there's another storm coming on Friday. The Thames is a disaster waiting to happen. I know our own rivers are in a state here as well, but none of those have 15 million people living at one end of them. Not sure I'd fancy being on the London Underground right now...

    Political Tempers Flare as British Floodwaters Rise

    Scientists are blasting the government for failing to heed warnings that climate change and poorly controlled development in low-lying areas was heightening the risk of catastrophic floods. Richard Ashley of Sheffield University, author of a 2004 government-commissioned report on flood risks, says the government’s “obsession with deregulation” and budget-cutting had exacerbated the problem. In an interview with the Independent newspaper, he blamed “short-term politicians who don’t take notice of the science.”

    Indeed, the science looks sobering. Ashley’s 2004 report predicted that winter rainfall in Britain could increase by as much as 15 percent by 2050 because of climate change. After extreme flooding in 2007, the government commissioned an update based on newer, more advanced climate-change modeling. The new study predicted that winter precipitation could rise by as much as 25 percent by 2050

    The speed of global warming is 3.5 feet (1.1 meters) a day. That’s how fast temperature change is sweeping across the Earth’s ecosystems.

    Report Provides Further Evidence People Cause Climate Change

    New evidence suggests climate change is human caused and that if the release of greenhouse gases continues unabated, changes to the world’s climate will greatly exceed those that have taken place so far.

    The new joint report from the US National Academy of Sciences and the Royal Society, the national science academy of the UK, is called Climate Change: Evidence and Causes. It predicts Earth’s temperature will rise between 5-to-9 degrees Fahrenheit by the end of the century.

    “As two of the world’s leading scientific bodies, we feel a responsibility to evaluate and explain what is known about climate change, at least the physical side of it, to concerned citizens, educators, decision makers and leaders, and to advance public dialogue about how to respond to the threats of climate change,” said the USNAS President Ralph Cicerone.

    Even if the release of greenhouse gases were stop immediately temperatures would continue to rise, according to the report.

    “If greenhouse gas emissions were to suddenly stop, the earth would not cool to preindustrial levels for thousands of years,” said Inez Fung, the U.S. lead author of the report from the University of California, Berkeley. “The actions of today have long-term effects. Stopping emissions now doesn’t mean we can remove the carbon dioxide that is already in the atmosphere. The accumulation of CO2 in the atmosphere causes continued rises in temperatures and sea levels.”

    The report is written in easy-to-understand English, addresses 20 important issues in a question-and-answer format, and explains which characteristics of climate change are well established and documented as well as those that aren’t which require further investigation.

    “Climate change is a dividing issue of our times,” said Paul Nurse, head of the Royal Society. “Policy decisions are made on the world stage. This is a simple but authoritative account of the major issues of climate change. It’s a reliable guide to the science – a guide that’s necessary for an informed debate.”

    According to the report, current atmospheric C02 levels have risen to a level that hasn’t been seen in about 800,000 years. A review of observational data dating back to the mid-19th century has shown a definite long-term warming trend. Researchers have found that, since 1900, Earth’s average surface air temperature has increased by about 1.4 degrees Fahrenheit and that much of that rise took place in the mid-1970s.

    Measurements made by the American and British teams that prepared the report show the increase of atmospheric C02 has been mostly caused by combustion of fossil fuels and not due to naturally occurring phenomena such as changes in the sun’s output as some have suggested.
