    The HSE is reportedly 145 million "overspent" in the first quarter.

    A UK consultancy has been employed to oversee the health service budget.

    Dr. James Reilly seems to think that cutting overtime would not mean cutting services.

    The HSE chief exec. Cahal McGee was in front of the PAC this morning at Leinster House.

    The 2012 budget is already overrun by many millions, drug savings have not been made (agreements not made between HSE and pharma) and "there were very substantial additional costs from the exit scheme, not budgeted for."

    Charges for private patients using public beds have not yet been brought in.

    There are now threats of closures of hospitals and wards.

    Did anyone pick up how much the HSE is over budget so far this year ?

    500 consultants are costing 200 million.

    The majority of private patients will already have paid for the public bed through their PRSI.

    We're probably at or close to a situation where adding more costs to private patients will backfire. More and more people are dumping their PHI and that has 2 negative consequences:-

    1) The full cost of care falls back on the public system.

    2) Private patients subsidise the public system so we lose revenue if we drive them out of PHI.

    Paramedic shifts going unfilled in Skibereen with obvious concerns about the ability to maintain a full ambulance service.

    Not good news for rural Ireland as more and more hospitals outside the M50 are downgraded or closed.

    Coming up on SixOne, a report of 1/3 beds being closed in a Community hospital in Thurles.

    Thurles is in Tipp North, a constituency with no full minister.

    Locals claim Reilly is reneging on a commitment he gave to have the hospital fully open since January.

    The cuts could have something to do with the Primary care units (Medical centres by another name) being stuck in upward only leases. Lucky landlords, sad face -state tenants and sick people. Another coup for the property vested interests at the expenses of front line services.

    100 GPs have signed a letter pleading with James Reilly to halt the downgrading of Navan hospital. It's a plea that will surely fall on deaf ears because Navan is in the Meath West constituency which is one of the 20 without either a senior or junior minister.

    Dr Jim has been given a slap on the knuckles

    HEALTH Minister James Reilly's failure to keep the HSE overspend under control was savaged last night in a report from the European Commission.

    In a damning indictment, it said a large part of the health deficit -- which could reach €500m by the end of the year -- could be blamed on a failure to manage services properly and to stick to targets that were outlined in last year's Budget.
    The report blamed "a weakness in budget management and accountability" in the health system and said the overspend could be blamed on "the failure to manage certain services within approved levels in the 2012 service plan and slippage in the delivery of some of the measures envisaged in the 2012 Budget".
    "In particular, legislative changes envisaged in Budget 2012 to reduce medication costs and to charge all private patients in the public hospitals have been delayed due to resistance from the pharmaceutical and private health insurance sectors, with whom negotiations continue," the draft report, circulated to TDs, said.

    "The inability to deliver efficiency savings in the decentralised healthcare system points to weaknesses in budget management and accountability," it said.

    "Top-down instructions to deliver savings have been intensified and measures improving financial management and accountability at regional and local level are being pursued."
