    What is a QUANGO? A QUANGO is short for ‘Quasi-Autonomous Non-Governmental Organisation’.

    According to Paula Clancy and Grainne Murphy, co-authors of Outsourcing Government and reviewed in the Times in October 2006 there were at least 800 quangos in operation in Ireland, some 482 bodies at national level and another 350 at regional and local level.

    As John Burns of the Times points out in the attached article ‘nobody, however, can be sure of the extent of the quangocracy’.

    With the current Fianna Fail/Green coalition government facing demolition in the forthcoming election on 11th March it is likely that embryonic political careers for supporters of those parties will have to go into a form of electoral purdah. Traditionally in Ireland this means a flurry of crony appointments to State Boards, regulatory bodies, trade bodies and other forms of quango.

    The effect of the economic crisis may result in some quangos being closed down or merged under the Snip Nua recommendations. All well and good. But it is said that in recent months some 90 appointments have been made to such quangos. As we all know many of these appointments will have been made with Fianna Fail hibernation in mind.

    I object to party political pals of any persuasion being appointed in this manner. Whereas some quangos will carry generous salaries plus expenses some may slip under the radar over time as the professional crony is not prevented from sitting on one or more board or committee and some quangos may pay travel expenses only. The definition of reimbursement for out of pocket expenses is somewhat loose in Ireland as we all know (evenin’ Ivor) so there are a number of very good reasons why such appointments should be highlighted.

    We will never have a better opportunity to pressurise for an end to such obvious cronyism and party sinecures than under the current bitter economic conditions. We no longer have to be angry individually about such grinding and obvious attempts by Irish political parties to disperse their supporters and future candidates onto the public tit to suckle quietly in the political undergrowth.

    I would put it to other posters that it is not enough to vote Fianna Fail or Green out of office as there is a danger the day after the votes have been counted and the dust cleared on Election 2011 that there will be a general assumption that sanctions have been applied, blood drawn and honour satisfied. I think we should drive on and demand an end to this insufferable pillar of patronage. To that end I propose a rolling examination of Irish quangos and a thread where we can identify such appointees and their connections.

    We had a useful thread on dynasty politics where a number of posters on politicalworld.ie assembled a rather interesting list of local election 2007 family candidates who were directly related to sitting or former Senators or TD’s.

    Now its time I submit that we get out the Quango Hammer. I will kick off by searching for some resources which list quangos under whatever guise and I cordially invite both entries and suggestions for formatting the information.

    Pulling together sources so that any poster can check whether an appointment they've noticed has been made by the Office of the Taoiseach here is a link to that Department and Government Press Releases 2010 plus archived released for previous years. I believe that many appointments worth highlighting are officially recorded via release from the Office of the Taoiseach- but not forgetting that a raft of appointments can be made by Ministers of State also.

    Board of Trinity College: (Unremunerated) Jackie Gallagher, former advisor to ex-Taoiseach Bertie Ahern appointed to this Board by Tanaiste Mary Coughlan for a period of 5 years from September 2010.

    On the Trinity College Board sits also Irish Human Rights Commssioner Olive Braiden who was herself a Fianna Fail candidate as long ago as 1995.

    Odd place to start but we have to start somewhere... additions welcome from here...

    An Bord Pleanála: Former Fianna Fail TD (Waterford) 1987-1989, solicitor, in second term as appointee which is due to finish December 2011. 2009 Annual Report does not give salary level for members of the Board but it is a salaried position and the Chairman earns between 220,000 and 240,000 which is tied to Judges' pay so you might take a ballpark guess for Board Members.
