    How the US fomented sectarianism in Iraq to crush insurgency.

    The revelation by Wikileaks of a US military order directing US forces not to investigate cases of torture of detainees by Iraqis has been treated in news reports as yet another case of lack of concern by the US military about detainee abuse.

    But the deeper significance of the order, which has been missed by the news media, is that it was part of a larger US strategy of exploiting Shia sectarian hatred against Sunnis to help suppress the Sunni insurgency when Sunnis had rejected the US war.

    And General David Petraeus was a key figure in developing the strategy of using Shia and Kurdish forces to suppress Sunnis in 2004-2005.

    The strategy involved the deliberate deployment of Shia and Kurdish police commandoes in areas of Sunni insurgency in the full knowledge that they were torturing Sunni detainees, as the reports released by Wikileaks show.

    That strategy inflamed Sunni fears of Shia rule and was a major contributing factor to the rise of al- Qaeda's influence in the Sunni areas. The escalating Sunni-Shia violence it produced led to the massive sectarian warfare of 2006 in Baghdad in which tens of thousands of civilians - mainly Sunnis - were killed.

    The strategy of using primarily Shia and Kurdish military and police commando units to suppress Sunni insurgents was adopted after a key turning point in the war in April 2004, when Civil Defence Corps units throughout the Sunni region essentially disappeared overnight during an insurgent offensive.

    Two months later, the US military command issued "FRAGO [fragmentary order] 242", which provided that no investigation of detainee abuse by Iraqis was to be conducted unless directed by the headquarters of the command, according to references to the order in the Wikileaks documents.

    The order came immediately after General Petraeus took command of the new Multi-National Security Transition Command in Iraq (MNSTC-I). It was a clear signal that the US command expected torture of prisoners to be a central feature of Iraqi military and police operations against Sunni insurgents.

    That's but the tip of the dirty iceberg.

    During first Gulf War, George senior had propaganda leaflets dropped and radio broadcasts were made, for the Iraqi population to rise up and overthrow Saddam. The poor rose up to George's call to arms. At the end of the war George imposed a no fly zone. Saddam had a few French fighter jets and George couldn't afford to have his trigger happy troops probably blow a few of their French allies out of the sky, mistaking them for Saddam's jets. On the other hand, Saddam had loads of attack helicopters. But they didn't really resemble any of the allies' weaponry, so the helicopters were exempt from the no fly zone. Saddam promptly began to butcher the George inspired insurgency with them. George and the lads pretended not to notice. So the mostly Sunni army and the helicopters, butchered roughly a hundred thousand or so Kurdish and Shia poor. After a few months of this ethnic cleansing, news of it started to come out in small snippets. At this point, realising that bad publicity might result if it was ignored, George called on Saddam to stop - and he did...

    During the second Gulf War, George junior, has a constitution drafted that sets the Shia and Sunni at each other's necks. Not so hard to do, considering that they pretty much detested each other any way. To seal the deal, George junior had a puppet government elected that was pretty much composed of Shia. This forms the backdrop to the story of the OP.

    In 2007 the famous surge was in full swing. The Sunnis in the Anbar province were the success story of the surge. Al Qaeda was all but gone and peace was in the air. Or at least that's how it was spun. The surge in the Anbar province consisted of George junior having the Sunni warlords being given bucket loads of cash. This method of warfare made Al Qaeda/the Sunni insurgents, disappear and turn into troops now on friendly terms with the US occupiers. They rapidly commence ethnically cleansing the remaining Shia from the area, in full view of the rich yanks, who ignore it, as usual.

    They played both sides and were happy to facilitate efficient ethnic cleansing, no matter which side were the victims or the aggressors.

    Before the US Occupation, Iraqis were Iraqis first and foremost. From the beginning, the US and UK tried to carve the State up into geographic ethnic and religious statelets. They have failed to do that. The current legislation under the Iraqi Government makes it IMPOSSIBLE for the Iraqi people to elect a secular/ merit based government - it MUST elect tranches of representatives of different sects/groups.
