Betrays a fundamental misunderstanding of the nature and purpose of the weapon. US built only 12-15 in 2003, not because they were expensive, but because they have very limited utility, witness they weren't used in Iraq, or previously in Afghan. It's for that very same reason other countries haven't bothered.......yet.

Military can spread the cost of the satellites over many weapons such as the ones used in Syria recently. These days you can buy a cheap satellite phone for less than $500. Elon Musk's SpaceX which has a $1.2B launch contract with NASA, is currently quoting between $2,000 and $5,000 per Kg to put a satellite into orbit. It ain't your grandfather's space program any more.
