I can understand why the Spanish Government would take this stance but I do believe that any opportunity for dialogue should be taken.
I think the Spanish don't believe the proposed "pause" is worth negotiating about. What do Spanish get if ETA just plan to start hostilities again?
Why facilitate them? Who knows what their intelligence operatives have picked up about real intentions...
