Default NATO Exercise May 2019 - Military Preparing for Civil Unrest ? - What are They Frightened Of ?

I've not seen any news media reportage on this upcoming NATO exercise.

Any informed or considered views on what exactly they are preparing for would be welcome. Climate change reactions (from Yellow Jacket to 'Extinction Rebellion" movement) ? Economic crisis due to trade war? Further fabricated 'popular revolts' to get regime change ? A 'hybrid environment' refers to guerilla, covert, civil insurgency and other non-conventional forms of war/combat but also involved creation of fake news and narratives, disruption of information, etc.

The crisis management exercise CMX 2019 will take place this month.
This is the Alliance’s 22nd Crisis Management Exercise (CMX) since 1992 say NATO in a release.
CMX 2019 is a NATO exercise in which the Alliance will rehearse and test its internal and partner consultation and decision-making procedures at the strategic political-military level. It will involve civilian and military staffs in Allied capitals, at NATO Headquarters and in both Strategic Commands. As with previous CMX exercises, CMX 2019 involves no deployed forces.
CMX 2019 will use a fictitious but realistic Article 4 and Article 5 crisis scenario focused on collective defence challenges taking into account the decisions taken at the Brussels Summit and previous Summits. It will include practising comprehensive responses to a complex civil-military scenario, set in a hybrid environment.
As with previous iterations of the exercise in 2017 and 2016, CMX 2019 will include the participation of Finland and Sweden as partners alongside Allies in the exercise.
CMX 19 will also include staff-to-staff exchanges with the European External Action Service, the EU Commission and the General Secretariat of the Council of the European Union.
