    An investigation has been launched into the deaths of two patients after routine surgery at an NHS surgical clinic run by a building firm that has moved into health offering "cost effective" care.

    Carillion is one of the UK's leading companies in providing support services to local and central government through a variety of Public and Private Partnership projects. In a 2012 interim report, entitled 'Making Tomorrow a Better Place', the company's revenue is listed as £2.2bn with underlying profit before taxation amounting to £73.1m.

    One of the UK’s leading construction firms is facing legal action from “blacklisted” workers after its boss apologised over use of the practice by a former subsidiary. However, Carillion chief executive Richard Howson insisted that the firm itself does not “condone or engage” in blacklisting. It has emerged that the practice was prevalent in the UK construction industry after the seizure of a database of 3,213 workers by the Information Commissioner’s Office. It was used by 44 companies to vet recruits. LINK

    Deaths like those mentioned in the OP will unfortunately become more prevalent now provision of NHS services has been outsourced to an increasing number of companies, many of whom offer or tender for services outside their fields of expertise, as such contracts are veritable licences to print money (as the G4S security scam was a massive hit for UK taxpayers).

    Irish public services are being readied up for the same treatment.

    Even security at the National Library - more or less part of the Dail building - seems to have gone to a private security firm.

    The discussion about public sector pay will become increasingly abstract as more and more services are no longer provided through the public sector.

    Naomi Klein referred to this process as 'hollowing out' of the state and its functions. At this stag there would appear to be precious little left to 'hollow out' in the UK and the most advanced example of this is the USA, where private mercenaries now fight wars while the army is reliant on sub contractors for accommodation and catering. Examples of how reliant on outsourcing the US now is include the Katrina disaster, where Ganley's company had to be contracted to help with communications and transport because the Federal authorities lacked the equipment to respond to the breaching of the levees.

    The Private part of the partnership wants a Govt guarantee it can take to it's bank and finance the deal, knowing full well it can re-negotiate everything once the project starts.

    The Public part wants to get re-elected and having a reputation for delivery on this scale attracts votes, if it not re-elected the first few years of the PPP will be very gentle but the hard yards will kick in just after an election.

    Both sides of PPP will toy with the banks and extend and extend the loans on the never never, the key to everything is the Govt guarantee and when toerags like FF are involved, confetti time.
