HA-ha! It is clear why some US officials have identified recent closing the USAID office as "an unfriendly move towards the USA" (washingtontimes . com/news/2012/sep/). Simply the USAID cannot be able to finance any more those, who initiate various kinds of disorders there. As to Russians, naturally they did not wish to be tolerant to the USAID open attempts to work on political situation in Russia any more. I should note that Russians suffered from USAID financial support of various NGOs, including separatists and radicals of all kinds, for almost 20 years! It is rather long run instead of other countries in the world (rebelion . org/noticia), where the USAID tried to interfere in the home affairs through sponsoring various organizations, engineered then unauthorized protest actions against legal power...
Moreover, I was glad to hear that President B. Obama didn't estimate the end of USAID presence in Russia as "a blow to the US policy of resetting relations between Washington and Moscow" and declared the further development of cooperation with Russia in various fields!
