That is the real issue . It is all about the property. It is very hard to get the facts. The HSE are covering for the Minister because they will look bad if the details of the deals come out. Supposing someone paid a high price for a site because they had the nod/wink that the primary care centre would locate there. They would buy knowing that they would have a guaranteed income stream from the HSE on a long lease. A Minister/T.D might even get paid to deliver such a deal. Not that I am suggesting that any Minister/T.D would do such an underhand thing. Have a look at the Ballina white elephant. Wonder what the deal was there. It is basically just a G.P. practice.

And here is another lovely HSE deal-

And of course Dr. Reillys own deal came a cropper -

The good doctor does not have much interest in medical provision
A source close to the project said GPs lined up for the primary centre pulled out when the recession hit and because the rates Dr Reilly and his partners were charging were too high.
A source said: “Suites alone were being offered for €900,000 and that would not have entitled GPs to any ownership or profits the building would have generated.
“They thought it a poor deal. The ethos was presented to them as ‘doctors for doctors’ but it felt no more a deal than if they had been approached by a builder to develop.”

For Reilly these things are an occasion to turn a profit.
The formulation is incredible - "imaginative" is not a term I associate with transparent and accountable financial arrangements.
http://www.hse.ie/eng/services/Publi...velopments.pdfIn the context of the multi-annual capital planning framework as part of the transformation process the HSE will explore imaginative ways of providing Primary Care Infrastructure in a timely and cost effective manner including private provision and having regard to the fact that Services are delivered through a mix of contracted providers (such as GP’s, Dentists, Pharmacists, Opticians etc) and HSE Employees (Public Health Nurses (PHN’s), Allied Health Professionals, etc).
Shorthall said this morning that one of her sticking points with Reilly is that the HSE was ready to employ 360 people to provide primary care services, and were told at the last minute they could not and that privatised services should be provided.
She made the same claim on Finucane's show yesterday. There's a little niggle in it though. She said that this happened in July yet she was still able to vote confidence in Reilly last week.
Looks like she's frantically searching for anything that might put a gloss of principle on her resignation.
Alex White, shortall's replacement talking about stroke politics, claims he's on "the outside looking in".
He sounds like a nice safe pair of hands.
"There's no point in me trying to unpick decisions" as he's "not even a minister yet".

Which site? Seems that donating to FG pays.

Indeed
If the papers this last week are to be believed. A Reilly donor owns the site and a Creighton donor is the developer.
Just noticed the developer was actually in the Oireachtas today, doing the pre-budget submission for the Small Firms Association
a book for Dr J

I had a quick glance at SIPO site. How vigorous is SIPO in verifying that donation declarations are correct? Some TDS seem to have declared everything while others have nothing to declare which is hard to believe. The more I read Dail paperwork concerning expenses and declarations it seems more a paper ticking exercise than what's actually declared on the paperwork.
How long are Enda and Eamo hiding in Brussels for?
