The activities that constitute anti-social behavior are generally illegal to some degree. They are grouped together under that term because they are the types of illegal behaviour that people in deprived estates are concerned about as it impacts on their lives. They do not care if someone is robbing stuff off building sites or shoplifting on Grafton Street.

People in disadvantaged communities would like to see the authorities put more stress on addresssing anti-social behaviour. The authorities for their part (and particularly the gardai) are not too concerned about it and are more inclined to address other types of crime. It is a useful term when it comes to arguing with the gardai and local authorities etc. about how resources should be allocated.

Surprisingly where there is not a mention of in your post is addressing the issues that cause and are the roots of anti social behaviour. Often these are poor education, economic equality and no access to the correct facilities or a combination of the aforementioned three. The reason the cops should not have to deal with these three in the first place is that the issues should not exist in the first place. Ensuring everyone has an education, job and access to facilities like sports and youth clubs would help ensure that the anti social issues do not occur in the first place. Because society spends so much time focusing on arresting the kids, this is just sticking a band aid over a gaping wound when you need to look at the root cause and stitch it up properly.

Hogan knows he can throw the term out at people as it is not definable and no one can prove they have never done anything "anti-social."

Hogan resigned his junior ministry in the Rainbow government for no reason than FG was in holier than thou mode. His fingers will have to be prised from the arms of his office chair this time.
