Ok, here is an update on the story.
There were 4 in the car. Two Cuban opposition activists, Paya and Cepero, and two foreign politicians. The foreign politicians were Angel Caromero of the Spanish Popular Party and Jens Aron Modig of the Swedish Christian Democratic Party. The two Cubans were killed in the accident while the two foreign politicians were not badly injured. Caromero, the Spaniard, was driving the vehicle.
The Cuban authorities have released a filmed interview of Caromero to the foreign press in which he states that there was no other vehicle involved in the accident in which he crashed into a tree at speed.
Modig has returned to Sweden but gave a press conference in which he admitted that he had gone to Cuba (on a tourist visa) to meet dissidents and to give Paya money.He apologised for breaking Cuban law with regard to the terms of his visa.
Carmero may be charged with manslaughter which carries a serious penalty if convicted.
He has appealed for the International community to:

Carromero is to be charged with manslaughter. The Cuban prosecutor is seeking a seven year jail sentence, according to Thursday's El País.

Carromero arrived back in Spain today to serve out his sentence under an agreement reached earlier this month between Spain and Cuba.
