Default Who gives the INOU their mandate

Does anyone know who gives the people who keep appearing on Tv ,Radio and conferences claiming to represent the " unemployed " their mandate .
They INOU do not canvass the " unemployed " for their views ,the INOU appear to get
Most of their funding from the State and behave like a lapdog to the State on all matters to do with the " unemployed "
I recall in the Boom when we had full employment the INOU did not disband as the reason for existing had gone .

    Any views ?

    This is their NEC

    National Executive Committee

The National Executive Committee (NEC) is the governing body or Board of Management of the INOU and has overall responsibility for the management of the organisation and its resources. The NEC meet 11 times a year. NEC members are elected from amongst the wider membership of the organisation at the Annual Conference and normally serve for an initial term of two years.

    NEC membership

    Officers Board
•Ann Fergus, Chairperson, Galway People's Resource Centre
•Barrie McLatchie Vice Chairperson, Belfast Unemployed Resource Centre
•Padraig Malone Vice Chairperson, Limerick Resource Centre for the Unemployed
•Seamus Orr, Treasurer, INOU General Branch

    NEC Members
•Rotimi Adebari, Supporting Unemployed in Laois
•Des Bonass , Dublin Council of Trade Unions
•Delia Colohan, Ballinasloe Community Information Centre
•Tony Jordan, Ait na nDaoine Community Development Project, Dundalk
    •Brendan Sherlock, INOU General Branch
    •Sylvia Ryan. ICTU Representative
    •Lorraine Hennessy, INOU Staff Representative
•Deirdre Kelleher, (Co-opted) FIT Ltd (Fastrack to IT)
•Michael Glennon, (Co-opted) Sligo Leader Partnership
    •Pat Kelleher, EDIC Longford
•Pauline O'Shaughnessy (Co-opted) Northside Centre for the Unemployed
•Mick Creedon (Co-opted) Ballymun Jobs Centre
The NEC is elected by the members. It is not clear from the website if the membership is the affiliated organisations or if there is a wider membership open to any unemployed person.

This is how they are funded:

The INOU receives funding from a number of sources including:
•The Department of Environment, Community and Local Government
    •The Department of Social Protection
•The Department of Jobs, Enterprise and Innovation
    •FÁS
    •The Mount Street Trust
    •Membership Subscriptions
•Income from the provision of Training Services
•Miscellaneous (eg. once off funding for projects/publications, rental income etc.)
Their latest annual report is here:

    http://www.inou.ie/download/pdf/annual_report_2011.pdf

Their income was 957,192 in 2010 of which 413,344 was spent on wages and salaries. So they cannot be accused of not tackling unemployment directly. There appears to be a full time staff of twenty.
A time between ashes and roses is coming
    When everything shall be extinguished
    When everything shall begin
