Default Does European Parliament still support deepening of Ukraine-EU relations?

A draft resolution on Ukraine registered in the European Parliament calls for deepening of bilateral relations between Ukraine and the European Union: "The European Parliament thinks that deepening relations between Ukraine and the European Union, as well as Ukraine's European prospects, are very important to both sides".
The text of the draft resolution was published on the Web site of the European parliament.
Mentioning Article 49 of the Treaty on the EU, the European Parliament acknowledges Ukraine's desire to join the EU if it meets all of the necessary criteria, including respect for democratic values such as the supremacy of law, human rights, etc.
The European Parliament earlier registered six draft resolutions on Ukraine – one from each political group. Before the vote on the resolution, the members of the European People's Party (EPP) took an uncompromising stance. It was reported earlier that they opposed to a proposal by EPP President Wilfried Martens to initial the Association Agreement until the end of 2011. This position was announced on Oct. 22 during a summit of the EPP in Brussels.
Next summit is planning in December in order to subscribe the Association Agreement. According the words of deputy foreign minister of Ukraine that summit is not about deliverables in a formal way ... They need a powerful statement, that they have concluded all the negotiations, but whether they initial it or not is less important.
An EU diplomat noted that making a "political statement" without the formal act of completion leaves Ukraine free to reopen talks on the accession promise at a later date. "They are thinking: 'Better wait and play some more. Nothing is decided until everything is decided.' But they know there is no EU consensus on enlargement. So this puts things on a knife edge. It puts the whole deal into deep freeze," the contact said.
The EU diplomat denoted: "I think Barroso and Van Rompuy realise they went a bit over the top [in cancelling the October meeting]. If nothing else negative happens, the summit should go ahead. But if nothing positive happens, the atmosphere will be very cold."

The EU needs to fix its constitution before it enlarges any further.

Isn't Europe a part of World? "Global politics" is a quite right choice.
According this question, I must say, these days Europe has its own problems, crises covered some high-power countries. No time to think about Ukraine.

If this article is anything to go by, the EU has very weak influence on the Ukraine, and the internal situation of the Ukraine is a nightmare - a government of corrupt oligarchs jailing slightly less corrupt oligarchs.
