Both.
And one in the eye for anyone who intended to use the "we don't negotiate with terrorists" line ever again.
That said, it confirms how many Palestinian lives (1,027), Israel sees as equivalent to one of it's own.

Top Palestinian leaders in Israeli prisons are not part of a mass prisoner swap agreed with Hamas, Israel's top security official said on Tuesday.

It is, of course, possible that Hamas may have consented to his continuing detention.

Heard on the news earlier that there could be up to 7,000 Palestinian POW's in Israeli jails.
It seemed a shocking figure given the scale of the conflict.

srael has published the names of 477 Palestinian prisoners who are to be released in exchange for captured Israeli soldier Gilad Shalit. Israel's President Shimon Peres has begun the process of pardoning them, his office said. They are set to be freed on Tuesday in the first phase of the deal. A further 550 prisoners are to be released after Sgt Shalit returns home.
Sgt Shalit was seized by Palestinian militants in 2006, aged 19.

Egypt will free jailed American- Israeli law student Ilan Grapel shortly after the completion of the Hamas-Israel prisoner swap that will see the release of Gilad Schalit, Egyptian newspaper Al Ahram reported on Sunday. According to the report, Israel is expected to release 81 Egyptian prisoners. Grapel's release will be made possible by Israel's apology for the death of Egyptian soldiers on its border two months ago, Egyptian mediation in the Schalit deal as well as the release of Israel's Egyptian prisoners.
