OUTGOING MINISTER for Finance Brian Lenihan will take the place of Taoiseach Brian Cowen at the head of the Government benches when Dáil proceedings begin at noon tomorrow.Mr Cowen, having retired from politics, is no longer a TD and Mr Lenihan will be the most senior member of the outgoing Government in attendance.


Sinn Féin and the Independent TDs are to sit with Fianna Fáil on the Government benches for the early part of the proceedings, until the expected election of Fine Gael leader Enda Kenny as taoiseach.


The sitting begins with Clerk of the Dáil Kieran Coughlan reading the proclamation convening Dáil Éireann and announcing the names and constituencies of all the members elected, as well as the returning officers for each constituency.
The first business of the new Dáil is to elect a ceann comhairle, who makes a brief introductory statement followed by a declaration of impartiality before taking the chair.


Various names have been linked to this position, including Fine Gael’s Seán Barrett and Brendan Howlin and Ruairí Quinn of Labour.
This part of the business should be completed by about 1pm. The election of a new taoiseach then follows and each party or “coalition of parties” may nominate a candidate for the office.
Following the expected election of the Fine Gael leader with the support of TDs from his own party and Labour, there will be statements from himself and other leaders.


This is expected to conclude about 1.30pm and the House will then be suspended for two hours while Mr Kenny goes to Áras an Uachtaráin to receive his seal of office from President Mary McAleese. The Dáil resumes on his return and he will move to the government side of the House, accompanied by the proposed members of his new cabinet. The new taoiseach proposes the list of ministerial nominees to the House and this is followed by a time-limited debate and a vote.
After the expected approval of the new ministers, they adjourn to Áras an Uachtaráin, where the President formally appoints them and presents them with their seals of office.


The state of the parties after the election is: Fine Gael 76; Labour 37; Fianna Fáil 20; Sinn Féin 14 and Independents/Others 19.
Given the dramatic alteration in party strengths, seating arrangements in the House have been subjected to a new configuration.
Fine Gael, on its own, will occupy the sections of the Dáil chamber where Fianna Fáil and the Green Party were formerly seated.


Labour will remain in the middle section, where the party has sat for the last 14 years, but such is the strength of the party now that two of its TDs will sit in the back row of the main Opposition benches.


Fianna Fáil and Sinn Féin will share the front row of the main Opposition benches, with Fianna Fáil leader Micheál Martin taking the seat previously occupied by Mr Kenny.


The Independent TDs will occupy the so-called “bullpen” to the left of the Fianna Fáil leader, consisting of four rows with three seats each, and the remainder will sit in the back row of the main Opposition section.


On the question of deputies’ attire, the draft code of parliamentary standards approved by the Committee on Procedures and Privileges in 2003 states that: “Members should dress in a manner that reflects the dignity of the House.”


Moves are under way among Independent and United Left Alliance members to form a technical group with equivalent standing to a political party and a meeting is to take place at 2pm this afternoon with Finian McGrath TD in the chair.

I thought we were in crisis and that the new Government would have to hit the ground running with all hands on deck.

The seals of office thing is very strange. Kenny and the ministers will be given the seals by McAleese, they will pose for photos with them and then they're snapped away and locked up in the Aras until next time. Ministers don't get to take them away - they don't even get a replica.

Lenihan should give up on the combover. It is getting a life of its own.

Simon Harris described the Daíl Chamber as "a pit" - much steeper steps down into it that you would think from the camera views.

Noticeable that the opposition are not bothering with the veneer of applauding for the formalities.

Adams lapel is has more badges than a fisherman's hat.

There used to be a convention that TDs didn't wear pins or badges in the chamber because it could lead to the place becoming a circus as members advertised every cause in their constituencies. I can't see how disregarding that convention enhances the dignity of the house.

It's really weird seeing Adams there, isn't it? The Easter Lily is a bit early, isn't it? I wonder how Caoimhin feels, being booted out as leader of SF in the Dáil? It's a bit insulting. Strange to see SF looking immaculately suited, and then the rag-bag at the back. That's where I'd like to be, with that long haired fellow and Ming. My kind of people.

Wow he really is a good speaker. Never had a chance to see him belt out a big speech before. Tuned in just in time.

Was going so well until the very end when he layed out the lunatic (or at least superficial to the max) alternative plan. They really need some economists in the SP :(

The new Dail should do something about the microphones in the chamber. bolting them to bench in front of the seats was a bloody stupid idea that leads to much noise and interference as papers and bodies bump off them in the course of speeches.

Well tbh Id be happier with that. I mean, thats basically my position. Im not in a position, nor do I find the idea all that appealing, to try to administer the crisis.

As i just said in another thread, you make the country ungovernable, people realise that they are the ones making it ungovernable, using their bodies, brains and capacity for action, and then you work out what to do, together.

Spouting simplistic, uncritical neo-Keynesian slogans as some kind of plausible alternative is only going to alienate people from your cause. Or at the very least begin by lying to those who are supposedly going to be your future "comrades".

But still, go Joe :)

ming has lived in holland apparently. but unfortunately doesnt get that "reform", as in "pension reform" in France, doesnt mean anymore what he does by "reforming" the health system.

I left Ireland before becoming interested in politics at all really.Do all these independent TDs get to speak every time there's a matter of business, or are they constrained somehow? Seems like there's a fair collection of them now who are willing to speak out.

Someone who is really well worth reading. Im going to start a thread proposing a reading group of the (very short) Theses on the Philosophy of History (http://www.sfu.ca/~andrewf/CONCEPT2.html) that this comes from.

There are, however, ministerial seals kept in each department. If a minister has to make an Order appointing, say, the Governor of Mountjoy then the official Order must have the ministerial seal on it.

It's a brute of a thing weightwise, a bit like a metal guillotine. The seal is pressed into the Order to leave a firm imprint.

Looking at Seán Sherlock, I can't believe it. First time I met him he was only a kid, when Nelson Mandala visited the Dáil. His dad was trying to get Seán a ticket to the gallery, as he was crazy about Mandala, but couldn't. I gave him mine. Didn't see him again for years until one day this young man comes up to me, gives me a hug and thanks me for the ticket. Little Seán grown up. Lovely lad. Lovely. Great fun.

TD's and Ministers salaries are to be reduced by between 10,000-15,000 euro.

Hardly a serious sacrifice, leaving them still with 130,000 - 200,000 + salaries.

Three times the average salary.
