BP has a neck like a jockeys rear end ....
"BP Says Limits on Drilling Imperil Spill Payouts
BP is warning Congress that if lawmakers pass legislation that bars the company from getting new offshore drilling permits, it may not have the money to pay for all the damages caused by its oil spill in the Gulf of Mexico.
The company says a ban would also imperil the ambitious Gulf Coast restoration efforts that officials want the company to voluntarily support."

This is classic ... if you don't give us a licence to pollute some more we will not pay to clean up the pollution we have already brought about.
And the pleas of poverty are heartwrenching from a company that wanted to pay out a 10 billion dividend at the height of the Gulf debacle.
Even worse, to my knowledge they are planning to claim their 20 Billion cleanup pledge as a charitable contribution ... effectively shifting a whole bunch of it onto the US taxpayer.
