Announced by Phil Hogan in October, this one went under my radar - local authorities will be charging 50% rates on empty premises. The proposal for self employed people to pay their tax for the year up front in the middle of the year has been delayed for a year but will start in 2015.

How either of those items are supposed to be paid is obscure.
